SUMMARY
Mr. Forbes has 34 years of experience in sewer evaluation projects involving temporary/permanent flow monitoring, manhole and pipeline inspection, smoke testing, flow isolation, CCTV, final report preparation, presentation of findings to City, State, and EPA, rehabilitation, Administrative Order negotiations, SSO abatement plans, computer modeling of collection systems, project approach development, and prioritizing rehabilitation recommendations. He has raised the standards for sewer system evaluation and analysis by implementing new analysis techniques and modifying equipment to optimize field results. Mr. Forbes’ position as a nationally recognized expert has been garnered through his use of cutting edge technology for data collection and engineering analysis. Mr. Forbes pioneered the use of high capacity (4500 cfm) smoke blowers using mineral oil (instead of pyrotechnic smoke candles), use of GIS data visualization and linking of digital photos to project database, and implemented preparation of CD-ROM final reports.
He has served as project engineer on over 400 sewer system evaluations across the country, beginning with the earliest EPA 201 Facilities Plans conducted in the southeastern United States. Most recently, Mr. Forbes has assisted municipalities in preparation of EPA CMOM (Capacity, Management, Operation and Maintenance) Self-Audit Reports. He has instructed at various State short schools and seminars, and has authored numerous papers in the field of sanitary sewer evaluation and provided input and beta testing of manufacturers software.
Mr. Forbes was a co-author of the joint ASCE and WPCF Manual of Practice (FD-6) “Sewer System Evaluation and Rehabilitation” and served on the WEF Research Committee where he authored the annual literature review on Collection Systems. In addition, Mr. Forbes was a contributing author on the recently published ASCE Manhole Rehabilitation Manual of Practice. He is a contributing author on the CD-ROM Collection System Training Course under development by the Water Environment Federation and currently serves on the CMOM committee.

SUMMARY
Mr. Rogers has twenty-eight years experience in sewer system evaluation and project management. His current and past responsibilities include project management of sewer system evaluations including flow monitoring, smoke testing, manhole inspection and clean/TV operations. Mr. Rogers has served as the primary client liaison including contract negotiations and progress report presentation.
Mr. Rogers has extensive experience providing on-site project management on projects as large as the $10.2 million Sewer System Evaluation Survey (SSES) in Houston, Texas. His responsibilities on the project included daily scheduling of as many as 9 field crews performing SSES activities, coordination with subcontractors in performing cleaning and TV inspections, review and approval of subcontractor invoices and weekly and monthly meetings with City personnel. Mr. Rogers is responsible for all aspects of field operations including crew assignment, project scheduling, budget tracking and project start-up. Mr. Rogers is also responsible for the company safety program, notification and training of field personnel and vehicle maintenance.

SUMMARY
Ms. Engels has nine years of experience in conducting I/I studies and investigations/ She has served as the project manager for over 75 collection system projects in 9 states. Her responsibilities have included managing field personnel, scheduling, maintaining the project budget, tracking project status, acting as the liaison to the City staff and sub consultants, evaluating data generated by field crews, editing and evaluating flow data, identifying the nature and severity of sewer defects, assigning rehabilitation methods and costs for the repair of defects and writing reports presenting the rehabilitation program.
